Root causes and consequences of statelessness affecting minorities: preventing statelessness through a human rights approach. « Rusyns of Ukraine, as potential stateless migrants » Report Доклад « Руссины Украины, как потенциальные мигранты безгражданства» Dear Moderator, Mr. United Nations High Commissioner for Human Rights and panelists I, Mikhail Tyasko, Chairman of the Czech International Platform Committee Global Rights of Peaceful People and Vice-Chairman of the World Council of Subcarpathian Rusyns. We are fighting for the rights of the indigenous people of Subcarpathian Rus in the region of Transcarpathia in Ukraine. Unfortunately, the existence of the nationality of the Rusyns has not yet been recognized by the Ukrainian authorities. We have received recognition in all EU countries, the USA and Canada. Moreover, it is not clear why the state Ukraine, aspiring to the EU and declaring its democratic commitment, is denying us this. In reality, nationalist ideology prevails in Ukraine and the official authorities profess Nazism with elements of fascism. It so happened that after the persecution by the authorities of Ukraine, I and many of my other comrades, activists left the country. We temporary migrated to different countries of the European Union and to Russia. And they became mainly stateless. A bit of prehistory. Subcarpathian Rus was from 1918 an equivalent fourth autonomy in Czechoslovakia along with the Czech Republic, Slovakia and Silesia. We were joined to Ukraine in 1946, and Stalin divided our autonomy between Slovakia, Poland, Romania, Hungary and Ukraine with a stroke of a pen. The Presidium of the USSR Supreme Soviet by its Decree on the 22.1.1946. eliminated the PR (or the so-called Zakarpatskaya Ukraine), recognized by the Saint-Germain and Trianon peace treaties, in violation of international law. Ukrainians and the USSR banned even to think about their national identity. After the collapse of the USSR, we held a 1991 referendum, where the local population of 78% voted for the Rusyn autonomy within the state of Ukraine. But nothing has changed. Since then, until now, the persecution of the Russian leaders, activists already the state of Ukraine, began. This was expressed by dismissals from senior positions, from schools, from universities. Threats of special services began. Rusyn's confiscated books and other historical documents on the Russian theme. Some Russian leaders were convicted of treason for their activities. We are not Ukrainians, we are a national minority of RUSYN !!!!!!
