Speaker: Thank you Mr. Chair. My name is [inaudible]. I am a representative of the
Provisional Government of the Free Territory of Trieste. Established in 1947 and currently
under civil administration. Our presence here is due to increased [inaudible] relation to the
current status to the free territory of Trieste. Still unresolved. Also, in consideration of the
current challenges in Europe. We believe that applying international law will be the first step
to review, rethink and reform. And we would like our proposition to be taken into
consideration for the future developments. As we believe, taking action will provide a good
example for other minorities that may be in similar situations. For this reason we ask to start
a discussion for the free territory [inaudible]. First, receive a permanent invitation to
participate as observer in the [inaudible] session of the General Assembly and to maintain
permanent observer permission at the headquarters. Second, for those citizens that are
leaving the area under the Italian government’s temporary administration that are considered
stateless, we ask to consider providing them with an official UN document. In order to allow
them free movement as citizens of free territory. This would be possible in consideration of
the United Nations [inaudible] of the territory. Third, intervene and interact with Italy in order
for this establish a human rights institution, in accordance with the principles of the status of
the [inaudible] institutions for the promotion and protection of human rights. In fact despite
several legislative proposals and several nations states and human rights mechanisms
asking for Italy still have not established one. We are grateful for the opportunity to be here
and we strongly believe that the intent of this forum is to cooperate for the future that
supports minorities. The case of Trieste could be the opportunity to solve a situation that
continued for too long as to provide best practices to other situations.
