The Committee recommends that the State party continue and strengthen its efforts to develop consistent legislative frameworks in all areas affecting children’s rights, and to ensure that all domestic laws and administrative regulations concerning children are rights-based and conform to the provisions and principles of the Convention. The Committee urges the prompt adoption of all necessary legislation, including the Civil Code, the Penal Code, the Education Law, the Domestic Violence Law, the Adoption Law, the Custody/Tutular Law and other child specific laws and regulations, such as the Children’s Code. On the basis of information provided in the State party’s initial report, the Committee notes that no overarching national plan of action for the implementation of children’s rights has been elaborated as yet.
