esteemed useful, and doable, to enhance the efforts of providing
decision-makers, public officials, non-governmental organizations,
academics and other stakeholders with possible options when
designing
legislation
and
policies
to
increase
minorities
participation.
1.
In order to promote States accountability, I would recommend
the establishment of a qualification system which measures
advances, effective policies and practical measures taken by
the States, on the issue of insuring minority effective political
participation at national, regional and local levels, with the
intention that the results of the qualification system may
have some impact on general provisions of the international
cooperation system of UN bodies, as well as to serve as a
base to promote cooperation and development programs.
2.
That for the national report presented on the occasion of the
UN General Assembly, States should be urged to report on
the policies, practical measures and actions taken for minority
effective political participation at national, regional and local
levels.
3.
The establishment of an International Observatory to monitor
States on the enforcement of practical measures at all levels,
oriented to achieve minority effective political participation.
4.
The
establishment
of
a
periodical
(biennial) verification
process to register the compliance of the Human Rights
principles with specific attention on minority effective political
participation,
with
assessment
from
the
office
of
the
Independent Expert on Minority issues.

The publication of the results or findings of the monitoring
and verification process on the compliance of Human Rights
