Roma are the most disadvantaged and discriminated against national minority. Under the Decade of Roma Inclusion 2005-2015 initiative, action plans have been elaborated in the areas of education, employment, health care and housing. However, they are poorly funded, and the activities and impact to date have failed to significantly address the underlying problems of communities or improve the situation of many Roma. Employment of Roma and Roma enrolment in education are disturbingly low. Positive progress in some localities demonstrates that solutions are possible where political will, adequate resources and constructive engagement between communities and authorities exist. 2
