Direction aux Affaires Savoisiennes
Savoy annexed by France in 1860
Treaty against the Charter of the United Nations
Thank you, Mr President,
We hear every day problems related to water and on the round (floor) pollution. In Savoy, the first source of disease comes
from air pollution, although it is well known that one can live several days without eating but just a few minutes without
breathing.
Arve Valley has a population less than 100 inhabitants per km². Paris region by comparison has more than 1,000
inhabitants / km². For comparison, the Paris region only receives about 15 days of alert or information per year for peaks
pollutions ; while we are in Savoy more than fifty during the same period.
France, much more concerned about the problems of pollution in its capital, abandons its last colonization (Savoy) and
proposes no concrete solution that it authorizes in Paris ; Proof of existing discrimination between France and Savoy.
Pollution in Savoy can not only be attributed to heating as the French government says, but must be compared with road
pollution and, of course, industry.
Why in Paris, are provisions made to prohibit traffic to the most polluting vehicles, eliminating certain roads, and all this is
refused in Savoy ?
Yes, Savoy is not France, and we realize this every day with this kind of discrimination.
Even WHO recognizes that urban pollution level are exceeded several times during the year and for periods of several days,
including in summer, when the heating systems doesn‘t work. The WHO also acknowledges the premature death of
approximately 60 people per year in Arve Valley due to pollution, ie one person per 2 days of exceeding urban pollution
level.
For 25 years, the Association for the Respect of the Mont Blanc Site (ARSMB) has been trying to get recognition for the
state of the degraded air in which we live, although some mayors publish the opposite by quoting « air Pure from our
mountains ». Even the Geneva newspaper "Le Temps" can not stay a week during the winter period without mentioning
the problem of "air pollution".
The first cause of pollution is road transport with near 600 000 trucks and bus and more than 1 200 000 cars a year using
the mont blanc’s tunnel.
The second cause is industry with one which between 2010 and 2015 has doubled its emissions of fine particles and other air
pollutants as well as a public incineration plant whose release data is not publicly available. Both are located at the bottom
of the valley, where the winds are near zero and whose close and elevated reliefs prevent the dispersion of particles and
gases in Suspension in the air.
The third cause, therefore, remains the heating of businesses and homes.
Here again, the French Government does not type where it should be satisfied with wood heating (Open hearths) but not
reflecting any alternative for heating oil and gas. Whose old heaters are very energy-intensive and therefore very emitting
fine particles... It is necessary to relativize as fuel, diesel and gas are taxed at nearly 80% of their selling price.
There is no alternative only to find that the inaction of the French public authorities in Savoy,
On the problem of pollution and the discrimination between Paris and Savoy in the fields of traffic and heating; But in
addition, while the number of passenger cars continues to increase in our valleys, the State shareholder of the SNCF
suppresses trains between Paris and Savoie by replacing them by buses that are not even European standard.
The French State therefore does not take any action on major generators of pollution : polluting companies, intarnational
raod transport
The COP 21 advocated by France makes us laugh in Savoy because we see that the financial interest is well above the wellbeing of the inhabitants.
