"Since there is no discrimination or intolerance based on religion or
belief in Iran, there is no need to create a specific protective organ for
this purpose. Nevertheless a commission has been created in accordance with
article 90 of the Constitution and whoever has a complaint concerning the wori
of the executive or judicial power can forward his complaint to this
Commission. The Commission must investigate his or her complaint and give a
satisfactory reply. In cases where the complaint relates to the executive or
the Judiciary, the Commission must demand proper investigation in the matter
and an adequate explanation from them, and convey the results within a
reasonable time. In cases where the subject of complaint is of public
interest, the reply must be made public. In addition a court has been
established known as the Court of Administrative Justice under the Supervisioi
of the head of the Judiciary which investigates the complaints, grievances an<
objections of the people with respect to government officials and
institutions."

"In addition to recourse to the courts of the State all citizens of
Israel are free to turn to the State Comptroller in the event of injury as a
result of religious discrimination. According to the State Comptroller Law
5731-1971 (L.S.I, vol. 12, p. 107) in this capacity the Comptroller shall
function as the 'Commissioner for Complaints from the Public 1 .
According to the law any person may submit a complaint to the
Commissioner, the subject of which may be any act which is directly injurious
to or directly withholding a benefit from the complainant.
The following bodies shall be within the sphere of the Commissioner's
inspection:

every Government office;
-
every enterprise or institution of the State;
-
every person or body holding, otherwise than under contract any State
property or managing or controlling any State property on behalf of
the State;

every local authority;
-
every enterprise, institution, fund or other body in the management oi
which the Government has a share;
