Climate migrants and refugees should be provided with the requisite legal and substantive protections, especially in countries with historic responsibility for climate injustice. Racial equality and non-discrimination require that all necessary measures be taken to preserve Indigenous homelands and mitigate the effects of climate change on small island developing States. States and other stakeholders must also ensure human rights-complaint data collection on environmental and climate impacts, disaggregated on the basis of race, ethnicity and national origin. 81.
