It highlights the legal framework at the international, European and domestic levels, underscoring some gaps in the implementation of existing laws, and noting problematic policies. An analysis of major groups involved in the migrant phenomenon follows, including the Romanian diaspora, migrant workers, children left behind by migrating parents and victims of trafficking in persons. The report highlights key challenges, good practices and provides a number of recommendations. * The summary of this report is being circulated in all official languages.
