The Special Rapporteur encourages government agencies and public institutions to conduct internal surveys to examine the composition of their staff and consider the design and implementation of specific programmes to provide improved access for underrepresented groups to public positions. 114. The State should conduct awareness-raising campaigns on the diversity of the population composition of the Republic of Moldova, with the aim of eliminating stereotypes and fostering intercultural dialogue among groups. All of the key decision makers in the Region are urged to redouble efforts to fully implement the recommendations presented by United Nations Senior Expert Thomas Hammarberg and by the Special Rapporteur on freedom of religion or belief, including those related to the mandate of the Special Rapporteur on minority issues. In particular, the Special Rapporteur encourages the regional decision makers to establish a commission with minority members from the region that would serve as a channel to key decision makers. 22
