Policies and programmes designed to address air, water and land pollution,
including decontamination initiatives, should be equally and fairly distributed
throughout the country. States should pay specific attention to the geographical
areas and communities that are most affected, and should make concerted efforts
to reduce the impact on traditional livelihoods. States should establish structures
and mechanisms that ensure the inclusive and effective participation of persons
belonging to national minorities in decision-making processes related to the
environment, including in their efforts to respond to the effects of climate change.
