Continue the policies and practices that have been initiated to further
strengthen protections for the rights of women and girls, especially against domestic violence,
to an equal share in inheritance and to equal standing before the law.
(h)
Promote policies of inclusion of all religious and belief groups, through
fostering inter-faith communication, increasing the participation of all in public life, and by
eliminating indirect and overt forms of discrimination based on religion or belief.
(i)
Continue to work with the international community, especially the United
Nations human rights mechanisms and international partners, to deepen and consolidate the
gains that the country has made in the past seven years, and to share best practices and lessons
learned with the international community.

The Special Rapporteur welcomes that the methodology used by the HAICA for
monitoring hate speech is rooted in international human rights approaches, including the sixpart threshold test of the Rabat Plan of Action 20 ,. Furthermore, he encourages the
Government to develop a national action plan, with the participation of the NHRI, civil
society organizations and development partners, to facilitate the implementation of the Rabat
Plan of Action, the Beirut Declaration on “Faith for Rights” 21 and the Fez Plan of Action22,
by the mass media, judicial authorities, oversight bodies, civil society, religious leaders and
faith-based actors.

During its third Universal Periodic Review in 2017, Tunisia also accepted the
recommendation to establish an interreligious council to facilitate interreligious dialogue and
harmony. In this context, the Special Rapporteur calls upon the Government to invest in the
dissemination and implementation of the Rabat Plan of Action the Beirut Declaration on
“Faith for Rights” and the Fez Plan of Action which provide a chart of specific commitments
of faith-based actors as well as a number of practical measures to address the related
phenomena of incitement to religious hatred, discrimination and violence.

The Special Rapporteur calls on the international community to sustain support for
the consolidation of democracy in Tunisia by continuing to advance initiatives that strengthen
the rule of law and good governance, support capacity building of the judiciary, and that
contribute to the country’s economic development.
