account of the proposals delivered by the Forum participants, the Resolution of the 28th session
of the Human Rights Council is critically important for minorities.
Recommendations
1. Violence against women and raping often happen during and in the aftermath of
conflicts. Therefore, it is of ultimate importance to add under the paragraph 44 the
provision stating each and every case must be thoroughly investigated and pain and
suffering must be fairly compensated. This recommendation must cover the paragraphs
53, 58, 68, 70 and 78.
2. In the post-conflict situation the investigation of such events gains high importance.
Investigations are frequently conducted partially. In many cases national minorities who
became victims of violence become accused persons in compliance with the results of
nationwide investigation. In view of this, the following provision should be added under
the paragraph 70 of the recommendations: “impartial investigation must be undertaken
in terms of punishment for crimes”.
