provides a non-exhaustive list of a number of freedoms stemming from the right
to freedom of thought, conscience, religion or belief (art. 6 ) . The
Declaration also stipulates that the rights and freedoms set forth in it
"shall be accorded in national legislations in such a manner that everyone
shall be able to avail himself of such rights and freedoms in practice"
(art. 7 ) .
19. The Special Rapporteur's main task is therefore to assess the
implementation of the Declaration at the practical level, drawing attention to
the occurence and extent of incidents and actions inconsistent with its
provisions (see chap. I V ) . The Special Rapporteur does not deem it
appropriate, at the current stage of his work, to cite those countries in
respect of which allegations of manifestations of intolerance in matters of
religion or belief have been formulated. He believes that it would have been
incompatible with the need for objectivity to cite countries without having
previously communicated to them a description of the allegations concerning
them so as to enable them to provide clarifications. The Special Rapporteur
considers that priority should be given to identifying the problems and
stressing their extent and the seriousness of their implications. The
highlighting of these problems in a way that takes into account the
requirement for discretion and independence stipulated in Commission on
Human Rights resolution 1986/20 may in itself help to initiate a process to
enable intolerance and discrimination to be redressed. Clearly, such a
process could not be carried through to a successful conclusion unless all the
parties concerned are firmly resolved to implement a number of specific
measures. The Special Rapporteur has therefore attempted, in conformity with
his mandate, to recommend measures for redressing situations that reveal
inconsistencies with the provisions of the Declaration (see chap. V ) .
