This should lead us to examine the acceptable limits of freedom of expression in the light of the concept set out in article 20 of the International Covenant on Civil and Political Rights, which prohibits incitement to racial hatred". 70/ The case in question concerned a White adolescent who had burned a cross on property belonging to an African American family in order to intimidate them and force them to move.
