Thank you, Mr. President, I am Vicenta Camusso of Uruguay and I represent the Network of
Afro-Latin American, Afro-Caribbean and Diaspora Women's organizations present in 24
countries in Latin America and the Caribbean.
We are part of the more than 240 million African descent people in Latin America and the
Caribbean. In our countries, women represent more than 50% but we are considered
minorities. In accordance with the Plan of the Third World Conference against racism, racial
discrimination, xenophobia and related forms of intolerance, we recall that there is still a lack
of information on the Afro-descendant population in Latin America and the Caribbean. It has
been made invisible in terms of information, quantitative and qualitative data, only 18 countries
of the region have incorporated the ethnic racial variable in the censuses and population
surveys. Chile, Mexico and the Dominican Republic have not incorporated it. Peru will include
the variable in the next National Population and Housing Census of 2017, so we request
special attention to the census process as well to make efforts for the implementation of the
NATIONAL DEVELOPMENT PLAN FOR AFROPERUAN POPULATION.
Structural racism is present throughout the region, racial violence affects the vast majority of
the Afro-descendant population and, especially in women and girls throughout life, is
manifested in forced displacement, the criminalization of young people, genocide towards
Girls, trafficking and trafficking of young women, denial of the right to registration and legal
identity We request the extensions of section 25, section G of the draft declaration of this
forum, so as to include, in addition to the indigenous people and AfroPay special attention to the Dominican population of Haitian descent, not registered in the

being contrary to international standards. We recognize the effort made by the Dominican

order to prevent, combat and punish situations of racism and ethnic racial discrimination, as

discrimination in countries that do not have it. Adolescent girls and Afro-descendant women
face multiple discrimination of gender, race, class and sexual choice. We would like to place
the need of paying special attention to the LGTBI population. We urge the Human Rights
Council within the framework of this Forum to ensure the inclusion of racial, gender and sexual
diversity in the draft recommendations and national statistics, Census and continuous
household surveys, in countries that have not yet Have been incorporated.
We urge the Council to carry out communication campaigns in the region directed to civil
society organizations, the general population, especially regarding the submission of complaints
