The cultural and ethical strategy must target the root causes of racist and xenophobic attitudes and culture, particularly identity constructs, foster acceptance of diversity and meet the central challenge of multiculturalism in order to promote coexistence in societies. In 2006, the Special Rapporteur made three visits. The first was to Switzerland from 9 to 13 January 2006; the second, to the Russian Federation from 12 to 17 June 2006; and the third, to Italy from 9 to 13 October 2006.
