and to support programmes and initiatives by international sports bodies, in particular
FIFA, whose effectiveness was demonstrated by the fact that the recent World Cup in
Germany passed without incident.

In order to prevent the resurgence of racism and xenophobia and the association of
race, cultural and religious factors, the Special Rapporteur reiterates his recommendation
on the need to assess manifestations of racism and xenophobia accurately and to establish,
to this end, within the Office of the United Nations High Commissioner for Human Rights,
a centre for monitoring racist phenomena, in the same vein as the European Monitoring
Centre on Racism and Xenophobia, whose excellent work makes it possible to obtain a
clear and quantitative picture of racism and xenophobia in Europe.
