A/HRC/4/19/Add.3 page 3 • The establishment of an independent institution aiming at the promotion and protection of human rights and the combat against all forms of discrimination with a particular emphasis on racial discrimination and xenophobia and including discrimination on grounds of religion, ethnicity, nationality, citizenship, residence, gender, age, disability and sexual orientation. • The adoption, in parallel to the legal strategy, of a cultural and ethical strategy aimed at uprooting the roots of the culture and mentality of racism and xenophobia and promoting the construction of a democratic, equalitarian and interactive multiculturalism.
