2. General principles
Non-discrimination
32.
Concern is expressed at the existing patterns of economic and social disparity, and of
gender and racial discrimination; at the marginalization of children belonging to the
Afro-Colombian and indigenous populations; and at the precarious situation of children
belonging to internally displaced populations, especially regarding their limited access to
housing, education and health services.
33.
In the light of article 2 and other related articles of the Convention, the Committee
recommends that the State party increase measures to reduce economic and social

children living in camps for internally displaced populations and children living in rural
areas; and to guarantee their full enjoyment of all the rights recognized in the Convention.

35.
The Committee reiterates its recommendation that the State party continue taking
effective measures to protect children from the negative effects of the armed conflict. The
Committee urges the State party to protect children against “social cleansing” and to
ensure that judicial action be taken against the perpetrators of such crimes.
3. Civil rights and freedoms
Birth registration

In the light of article 7 of the Convention, the Committee recommends that the State
