The Committee recommends that the State party, taking account of general comment No. 4 (2003) on adolescent health and development: (a) Strengthen its reproductive health education programme(s) for adolescents in order to prevent adolescent pregnancy and the spread of sexually transmitted infections (STIs). Such programmes should provide access to sexual and reproductive health services, including family planning; (b) Ensure the full protection of the rights of children committed to institutional care for mental illness, including access to family members and the establishment of an independent complaints process; and (c) Intensify its measures to raise awareness about and prevent suicide among adolescents, including by providing adequate resources for the implementation of the programme, and by strengthening its mental health-care and outreach services.
