Forum on Minority Issues Seventh session November 2014 Egypt Presented to you by Mr. Joseph Malak - Lawyer - Director of the Egyptian Center for Development Studies and Human Rights on the Coptic minority - Egypt First, I would like to thank with gratitude the High Commissioner for Human Rights for the opportunity to allow me and my colleagues to participate actively through the fellowship program Mr. President - Dear Colleagues, Thank you all The subject of the session is very important, all minorities or most of them suffer from violence and atrocities, but the degree of violence and its forms vary from one country to another but in the original it is suffering. It is an act against human rights Where violations are numerous. Therefore, I believe that the best solution is the rule of law to support the rights of minorities and ensure its implementation without discrimination. With the adoption of other mechanisms to support the transition from the cultural heritage of sectarian to a state of acceptance and coexistence with others. On the legal level also, Taking a legislative measures is a must If any legislative shortcomings exist In national mechanisms. Therefore, we find that there is a role that States and international and regional organizations must play to prevent violence as a necessity of international conventions. Therefore, we emphasize article 14/24/25/26/28/37 of the draft recommendations. And if we want to address the measures taken for States and international and regional organizations after the violence, we emphasize the article 68 / 77/ 78/ 80 Based on all of the above, we recommend that: 1- We affirm article 15 of the draft recommendations, which referred to the enactment of legislation prohibiting incitement to hatred ... etc. And we add…States and non-state actors must develop a comprehensive development program for slums and marginalized areas because they are the most affected by hate speech this program also includes: - Effective dialogue on tolerance and acceptance of the other coincides with community development in education, health and small industries to create an effective community environment We base ourselves on Article 20 of the International Compact on Civil and Political Rights.
