Consult local communities, which feel associated to a specific cultural
heritage, tangible or intangible;
(d)
Seek the assistance of the World Intellectual Property Organization and
UNESCO, so as to benefit from their assistance in documenting, registering and
safeguarding traditional knowledge and traditional cultural expressions.

The Special Rapporteur urges the Government to ratify the Optional Protocol
to the International Covenant on Economic, Social and Cultural Rights, as well as the
Inter-American Convention on Human Rights and its Protocol on Economic, Social
and Cultural Rights. She also encourages the Government to consider, as a priority,
submitting its initial report to the Committee on Economic, Social and Cultural
Rights.

The Special Rapporteur recommends that the private sector continue its
support to cultural activities, events and festivals, paying due attention to artistic
freedoms. More support is also needed for events aiming at reviving or adapting
traditional cultural expressions.
