United Nations General Assembly A/HRC/36/46/Add.1 Distr.: General 9 August 2017 Original: English Human Rights Council Thirty-sixth session 11-29 September 2017 Agenda item 3 Promotion and protection of all human rights, civil, political, economic, social and cultural rights, including the right to development Report of the Special Rapporteur on the rights of indigenous peoples on her mission to the United States of America Note by the Secretariat The Secretariat has the honour to transmit to the Human Rights Council the report of the Special Rapporteur on the rights of indigenous peoples on her visit to the United States of America from 22 February to 3 March 2017. In the report, the Special Rapporteur examines the human rights situation of indigenous peoples in the United States, with a particular focus on extractive industries. The issues surrounding energy development underscore the need for reconciliation and improvement of the government-to-government relationship moving forward. Significant work remains to be done to implement policies and initiatives to further the rights of indigenous peoples to self-determination and consultation. In the current political context, with increased incentives for fossil fuel energy development and decreased budgets for environmental and indigenous peoples’ protection agencies, the threats facing indigenous peoples may be further exacerbated.
