Speech of H.E. Mr Fuad Nimani, Minister for Human and
Minority Rights and Protection of Montenegro
Dear Ladies and Gentlemen,
With visible satisfaction that attend such a gathering, I want to
welcome you on behalf of the Government of Montenegro and in
my personal name. I WILL Try to, in next few minutes,
Distinguished participants gathering, to meet you with the
situation in Montenegro regarding the education of minorities .
Policy of Education of Montenegro is based on democracy
principles of respect of human and citizens rights and ensuring
equal opportunities for all. Imperative of Education System
Reform is to achieve high level of quality of education for all.
In accordance with current socio-economic changes and
tendency of globalization and abolishing of boundaries, school
should be a preparatory step for life in multicultural Europe and
democratic society. Reformed Education System in Montenegro
has therefore based its starting points on main relevant
international documents of the United Nations, Council of
Europe, Organization for Security and Cooperation in Europe
and the European Union.
The state of Montenegro was published in 2001. ( two
thousand one) “BOOK OF NOVELTIES” which is the basic
document that contains the objectives and guidelines that
education system reform is based on.
Afterwards, a series of laws in education were passed:
General Law on Education Law
Law on Preschool education
Law on Elementary Education
Law on Gymnasium
