In view of the contradictory information provided on the cause and the
course of the dispute, the competent public prosecution office intends to
discontinue the investigation proceedings on factual and legal grounds.

The investigations have revealed no indication of a specifically racist
motivation for the incident.

It has been reported that there was an arson attack on the travel agency
owned by Aykut Erol (of Turkish origin). The fire was started by two Molotov
cocktails thrown into the agency through the window. There was heavy damage,
but no injuries.

It is alleged that this arson attack had racist motivations.
Observations

On 17 February 1994 two simultaneous arson attacks were carried out
at 11.21 p.m. on Turkish travel agencies in Elisabethstrasse and Ringstrasse
in Kiel. In both cases, the offenders broke the windows and threw Molotov
cocktails inside. Neighbours and the police were able to put out the fires
quickly, so that there was little material damage. There were no injuries.

A witness was able to apprehend a suspect close to the scene of the crime
in Ringstrasse and another suspect was temporarily apprehended by police
officers on the basis of a description. The two are Turkish nationals,
against whom detention orders were issued on 18 February 1994 in respect of
attempted arson.

According to the investigations, the possibility of a racist or
right-wing extremist motivation for the attacks can be excluded.
