Lastly, the Committee was concerned "at the levels of support offered for
the protection of cultural and ethnic diversity within the United Kingdom".
It noted further "with concern that many persons belonging to minorities
frequently feel that acts of racial harassment are not pursued by the
competent authorities with sufficient rigour and efficiency". It also
believed "that much remains to be done to effect changes in public attitudes
