11. Difficult issues such as public and private education are touched upon in the text but are susceptible to further elaboration. 12. Language is not the only substantive question covered in the text but it remains key for many groups and deserves adequate representation. On the question of style, perhaps a sharper approach could be employed, avoiding the complex use of ‘should’. Difficulties were experienced in deciding between ‘minorities;’ and ‘persons belonging to minorities’. In the texts of minority rights, the minority is the object of protection but the rights pertain to ‘persons belonging to minorities’. The draft touches only lightly on the question of religious minorities: such references can certainly be amplified if consensual language can be found. The gender dimension is there but may be further amplified also, as well as other ‘intersections’. These are the draft recommendations.
