C. Factors and difficulties affecting the implementation of the Convention 7. The Committee recognizes that despite almost nine years having passed, the State party is still recovering from the effects of the devastating hurricane Mitch in 1998, which caused thousands of deaths, destroyed most of the infrastructure and left over 20 per cent of the population homeless. D. Main subjects of concern, and recommendations 1. General measures of implementation (arts. 4, 42 and 44, para. 6 of the Convention) Previous recommendations of the Committee 8. The Committee notes that some of its concerns and recommendations (CRC/C/15/Add.105, June 1999) made upon the consideration of the State party’s second periodic report (CRC/C/65/Add.2) have been addressed. However, it regrets that other concerns and recommendations have been insufficiently or only partly addressed, including those related to the following:  The need to establish adequate coordination;  The insufficient financial and human resources of the Honduras Institute of Children and the Family (IHNFA);  Non-discrimination;  Birth registration, abuse and ill-treatment of children;
