- 26 - Articles 27 and 29 99. The framework Convention is open for signature by the Council of Europe’s member States and, at the invitation of the Committee of Ministers, by other States. It is understood that “other States” are those States which participate in the Conference on Security and Co-operation in Europe. These provisions take account of the Vienna Declaration, according to which the framework Convention should also be open for signature by non-member States (see Appendix II to the Vienna Declaration of the Council of Europe Summit).
