Thank you Chair. As said by the Special Rapporteur humanitarian crises need an international
response that goes beyond the mandate of any sole agency. In Kuwait, there are tens of
thousands of stateless. From this third generation, they have been in Kuwait over 40 years and
their problems continue in spite of promises made by the state to your distinguished council
during its UPR in 2015. This matter must be given priority attention. As for the indigenous
peoples they were about 260,000 at the time of the liberation of Kuwait in 1991. However, they
face another occupation because of a planned migration from Saudi Arabia. The composition of
this society has changed. We believe that Kuwait was a model for a democratic state, however,
unfortunately, because of Saudi instructions and because of security agreements the democracy
in Kuwait is retreating. There are Saudi and Qatari agendas that are being followed in Kuwait or
Oman. People are against such agendas. The only solution is to have a proper democracy within
constitutional monarchy, in order for people to administer their own affairs and choose their
own government. I thank you.
