(e) In parallel to the political, legal and institutional strategy, the adoption of a cultural
and ethical strategy aimed at the full and lasting eradication of the underlying causes of the
culture and mindset of discrimination and the building of a spirit of partnership, for example
through education, culture and communication.
The Special Rapporteur recalls that the present report reflects only the situation he
observed during his visit in January 2008.
