Executive summary
The Special Rapporteur visited Italy from 7 to 18 June 2004 at the invitation of the
Italian Government. Her interest in this visit was twofold: in the first place, it was to compile
information on border control and security and the system for the administrative detention of
undocumented immigrants; and, in the second place, to assess the impact of the recent reform of
immigration legislation on policies for the integration of the immigrant population.
This report analyses the main topics considered by the Special Rapporteur during her
visit, such as the living and working conditions of immigrant workers, access to housing and
education services and health assistance or the administrative detention of undocumented
immigrants. In her report the Special Rapporteur pays particular attention to the action taken to
combat trafficking in persons, and to the situation of asylum-seekers and unaccompanied foreign
minors.
The conclusions and observations contained in this report are based on information
compiled during the mission and on the relevant international standards.
