To the European Commission:
98.
Actively initiate infringement procedures against member States which do not
correctly implement European Union legislation with regard to the rights of migrants.
99.
Further mainstream human rights within the Directorate-General Home
Affairs, and in this respect consider establishing a human rights focal point within the
Directorate-General.
To the European Parliament:
100. Ensure, using its power as co-legislator with regard to migration matters, that
human rights guarantees are effectively implemented in all legislation that impacts
migrants.

Continue to insist upon correct terminology with regard to migration policy.
To the Special Representative for Human Rights and the EEAS:
102. Take steps to frame the debate around irregular migration differently with
non-European Union States, moving away from the security discourse towards a
human rights-based approach.
103. Insist on the integration of human rights in the negotiation of mobility
partnerships.
To Frontex:
104. Fully include respect for the human rights of all migrants, including those in an
irregular situation, during all its operations, including by applying a human rights based approach to activities such as capacity-building, training, monitoring, reporting
of incidents and deployment of guest officers.
105. Consider strengthening the role and independence of the Fundamental Rights
Officer.
106. Ensure the effective implementation of the Fundamental Rights Strategy and
Action Plan.
107. Ensure that all interviews conducted with migrants by Frontex guest officers in
detention centres are conducted within a legal framework that provides appropriate
human rights guarantees.
To the Fundamental Rights Agency:
108. Continue its crucial work reporting on human rights gaps and challenges for
migrants, including irregular migrants, in the European Union and at its external
borders, and provide recommendations on how to improve the situation.
