The Committee also welcomes the ratification/accession by the State party to:
(a)
The Optional Protocol to the Convention on the Rights of the Child on the sale of
children, child prostitution and child pornography, on 28 June 2005;
(b)
The Council of Europe Convention on Action against Trafficking in Human
Beings, on 14 March 2007;
(c)
The Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially
Women and Children, supplementing the United Nations Convention against
Transnational Organized Crime, on 4 September 2006;
(d)
The Framework Convention for the Protection of National Minorities, on 22
December 2005;
(e)
The Optional Protocol to the Convention against Torture and Other Cruel,
Inhuman or Degrading Treatment or Punishment, on 9 August 2005; and
(f)
The Rome Statute of the International Criminal Court, on 28 June 2002;

The Committee notes that the de facto lack of control by the State party over Abkhazia
and South Ossetia/Tskhinvali region is a serious obstacle for the State party in the
implementation of the Convention in those regions.

Committee’s previous recommendations

The Committee notes that several concerns and recommendations made upon the
consideration of the State party’s second periodic report (CRC/C/15/Add.222) have been
addressed. However, it regrets that some of its concerns and recommendations have been
insufficiently or only partly addressed, including those related to: legislation; allocation of
resources; reduction of poverty; social security and services; internally displaced children; street
children; and juvenile justice.

The Committee urges the State party to take all necessary measures to address those
recommendations contained in the concluding observations on the second periodic report
that have not yet been implemented or sufficiently implemented and to provide adequate
follow-up to the recommendations contained in the present concluding observations on the
third periodic report.
