monitoring whether development policies foster equal opportunities and seek to
mitigate inequalities in outcome.
91. The Special Rapporteur welcomes the target of increasing the collection of
disaggregated data across the prohibited grounds of discrimination under
target 17.18 of the proposed sustainable development goals. He would like to
stress that data should be disaggregated on the basis of the agreed -upon
prohibited grounds of discrimination, rather than discretionary context relevant criteria. He invites States to inscribe the collection of ethnically
disaggregated data within the framework of their obligation to fight
discrimination.
92. Finally, the Special Rapporteur reminds States of the previous
recommendations made by the mandate and other human rights mechanisms
on the necessity of collecting disaggregated data with a view to upholding the
cross-cutting human rights principle of non-discrimination.
