Equalize financial flows to municipalities, church-run and CSO-run social
institutions from the State, review bids to run such services with due care, ensuring it
is open to all without arbitrariness or politicization;
(h)
Take effective measures to improve reporting, investigation, prosecution
and punishment of religiously motivated hate crimes, including hate speech and
physical attacks against Muslims, Jews and Roma, in accordance with ICCPR
obligations, whether the actors are State officials or actors, or not;
(i)
Strengthen efforts to eradicate stereotyping and discrimination, inter alia
demonization and stigmatization of LGBTIQ+, the unemployed, the poor, human rights
defenders and journalists, and those advancing migrant rights;
(j)
Confront discriminatory anti-migrant and racist rhetoric that has marred
the political and media space, put asylum seekers at risk of refoulement, and created a
climate conducive to disinformation campaigns that at times have even been
Government-sponsored;
(k)
Develop action plans to effectively combat antisemitism, anti-Muslim
hatred, and other intolerance and hatred in Hungary – including hate crimes that target
women, and hateful discrimination in social media and in political rhetoric – which risk
becoming normalised and institutionalised;
(l)
Advance and ensure the freedom of thought, conscience, religion or belief
of atheists and humanists, and their equal enjoyment of all rights including their
freedom of opinion and expression, addressing discrimination faced in various areas of
life;
(m) Ensure that freedom of religion or belief is upheld in detention settings,
including in relation to worship, diet, access to religious guidance/chaplaincy and
burial-related rights;
(n)
Raise awareness about the interrelationship between article 18 ICCPR,
other human rights, and Hungary’s fundamental laws among judges, lawyers,
prosecutors, public officials - whether national, municipal or local; and build capacity
in all authorities to recognise and counter violations of religion or belief and provide
redress; and to do so within the context of opening up civic space, progressing the rule
of law; lifting restrictions on CSOs and the media, including regarding foreign funding,
and ending intimidation against them.
111. The Special Rapporteur also recommends that non-State actors, including
religion or belief actors:
(o)
Place non-discrimination, compassion and solidarity56 at the heart of their
orientation and actions, and hold on to their neutrality and independence, seeking to
contribute to all human rights for all in collaboration with other civil society actors.
