Mission to Germany*
Summary
At the invitation of the Government, the Special Rapporteur on contemporary forms
of racism, racial discrimination, xenophobia and related intolerance visited Germany
(Berlin, Cologne, Karlsruhe, Heidelberg, Nuremberg, Leipzig, Crostwitz, Rostock and
Hamburg) from 22 June to 1 July 2009.
The Special Rapporteur held extensive meetings with authorities from the executive,
legislative and judicial branches, including at the Länder and municipal levels. The Special
Rapporteur also had extensive meetings with representatives of civil society organizations
that are active in the realm of racism and xenophobia, associations representing minority
groups, religious communities, and individual victims of racism, racial discrimination,
xenophobia and related intolerance.
The Special Rapporteur formulates several recommendations, including the
following:
• The Federal Anti-Discrimination Agency should be provided with the human and
financial resources necessary for it to be present in all 16 Länder. In addition, its
mandate should be made more robust, allowing it to investigate complaints brought
to its attention and to bring proceedings before the courts. Finally, the Agency
