In its reply, the Government of the United States of America referred to
this question as follows:
"The United States fully supports the efforts of the Centre for
Human Rights in this field, as well as the work of the Special Rapporteur.
However, the United States Government does not believe that it requires
advisory assistance from the Centre at this time."

93. At the time of the finalization of the present report,
on 30 November 1991, replies had been received from the Governments of:

Jamaica, Luxembourg, Malta, Mexico, Morocco, New Zealand, Nicaragua, Norway,
Oman, Panama, Portugal, Romania, Rwanda, Saint Vincent and the Grenadines,
Sudan, Swaziland, Sweden, Switzerland, Syrian Arab Republic, Trinidad and
Tobago, Tunisia, Turkey, Ukrainian Soviet Socialist Republic, Union of
Soviet Socialist Republics, United States of America, Uruguay, Yugoslavia
and Zimbabwe.
94. The Special Rapporteur was able to note the following general patterns
