The Special Rapporteur recommends that the United Nations should issue separate guidelines to national human rights institutions to provide specific guidance on the protection and promotion of the human rights of minorities. 81. The Special Rapporteur reiterates his call to the General Assembly to adopt a resolution on enhancing the participation of minorities’ representatives and institutions in meetings of relevant United Nations bodies on issues affecting them, based on a similar resolution for Indigenous Peoples;34 and, likewise, to include consultations with minority groups and a report by the Secretary-General, and a United Nations world conference on the rights of persons belonging to minorities.35 34 35 General Assembly resolution 71/321.
