106. The Special Rapporteur recommends that schools and universities develop
culturally-responsive practices and policies to improve access for and educational
achievements of students from disadvantaged groups and communities. It is vital that
tertiary institutions create a supportive and discrimination-free environment, and that
they tailor programmes and initiatives to the specific needs of students from
disadvantaged groups and communities.

International cooperation
107. The Special Rapporteur calls for continued dialogue and cooperation between
the Government of the Plurinational State of Bolivia and relevant United Nations
institutions and agencies, such as OHCHR and the United Nations country team in
Bolivia, other appropriate international organizations and multilateral and bilateral
donors in providing the technical assistance and expertise necessary to facilitate the
effective implementation of relevant legislation and policy actions in combating
racism, racial discrimination, xenophobia and related intolerance in the country.
108. The Special Rapporteur recommends that technical cooperation assistance be
extended in particular to training judges, lawyers, magistrates, police and
immigration officers and other relevant public officials in dealing with issues related
to racism, racial discrimination, xenophobia and related intolerance in the country.
