102. The bilingual intercultural education system in Mexico should be institutionally
strengthened and provided with adequate resources to accomplish its objectives efficiently.
103. Legislation should be drawn up to permit free access by indigenous communities
and peoples to radio, television and other information systems, and the relevant permits
supplied without constraints, amending legislation where necessary.
United Nations system
104. The Special Rapporteur recommends that the Office of the United Nations
High Commissioner for Human Rights should pay increased attention to the human
rights of indigenous peoples in its programme of cooperation with the Mexican
Government, and also recommends that the United Nations specialized agencies should
pay more attention to the rights of indigenous peoples in the areas of their competence.
