We hope that the UN Strategy and Plan of Action on Hate Speech, issued in June this year, will help countries further strengthen the right to freedom of expression while fighting the incitement to hatred towards national minorities. In this sense, we welcome recently adopted Guidance for its implementation, while stressing the importance of the Rabat Plan of Action as well. I have one question for panelists; Where does, in your view, the freedom of expression stop when addressing hate speech against national minorities, especially online? Thank you.
