The Committee recommends that the State party: (a) Harmonize its legislation with the principles and provisions of the Convention; (b) Strengthen implementation of domestic legislation towards improved protection of children’s rights; (c) Establish a mechanism and time frame for implementation of ILO Convention No. 182; (d) Proceed with ratification of the Convention on the Protection of Children and Cooperation in Respect of Intercountry Adoption adopted at The Hague in 1993. Implementation and coordination 13. While noting the involvement of many ministries in the implementation of the Convention, the Committee remains concerned: (a) At the lack of a clear structure or body for the coordination of the Convention’s implementation both at the national level and, via the process of decentralization, at the regional level; (b) That considerable disparities exist between urban and rural areas with regard to the Convention’s implementation. 14. The Committee recommends that the State party: (a) Establish a coordinating body with adequate authority and sufficient human, financial and other resources to support effective coordination for the full implementation of the Convention; (b) Implement measures to reduce disparities in the Convention’s implementation and ensure equal access to services such as education, health, welfare and others, for all children, including those in isolated regions. Decentralization 15. Noting the State party’s progress in decentralizing health services, the Committee remains concerned that many services fundamental to the Convention’s implementation remain centralized in the main cities.
