A/HRC/21/47/Add.1 and develop state policies to promote the goals of the Declaration and to ensure that the decisions of state authorities are consistent with it. Indigenous peoples’ authorities 107. Indigenous authorities should endeavour to educate the members of their tribes, nations or communities about the Declaration and its contents. They should apply the Declaration in their own self-governance, as well as use it as a common point of understanding in dealings with federal and state legislative, executive and judicial authorities. Alaska and Hawaii 108. The situations in Alaska and Hawaii are each unique and merit particular attention and action on the part of the United States to secure the rights of indigenous peoples there. The Special Rapporteur intends to address these situations further in future communications with the United States. 23
