International and regional organizations should support national justice and/or security sector reform plans that encourage the recruitment of male and female law enforcement officers, prosecutors, judges, lawyers and other personnel from minority groups, providing adequate training on minority rights where necessary. 113. International and regional organizations should provide technical assistance and capacity-building for national, local and grassroots organizations to improve their reporting, research and advocacy in the field of minority rights. That could include training on datagathering strategies or other quantitative tools that could assist organizations’ advocacy in influencing States’ policymaking, in order to prevent and address discrimination or abuse against minorities throughout the criminal justice system. 19
