The variety of experiences and best practices that will be presented here will feed into the recommendations that will be presented by the Independent Expert to the Human Rights Council in March 2013, in order to be then adapted to different countries and minority situations. This fifth session of the Forum recognises the timely occasion provided by the commemoration in 2012 of the 20th anniversary of the Declaration, to review its implementation and its impact on national legislation, institutional mechanisms and policy. It is also a chance for all of us to renew our commitment to upholding the principles enshrined in the UN Declaration. The Council has welcomed the comprehensive, and action-oriented recommendations that have emanated from the previous four sessions and I take this opportunity to commend the Forum for the publication of its compilation of recommendations from all previous sessions which will facilitate its wider dissemination among all stakeholders. Madam Chair, Ladies and gentlemen, I wish you a fruitful dialogue over the next 2 days and I also make a call to keep this discussion open all year long, in order to discuss constructively new and remaining challenges, seeking practical solutions to improve the lives of minorities everywhere.
