(k) Encourage academic research about cultural mixing and fusion and
mixed cultural identities, gather disaggregated data and ensure data
accessibility;
(l) Engage in intergenerational awareness-raising and bridge-building
about the human rights of persons with mixed identities and the importance of
rights-respecting cultural mixing;
(m) Consult people with mixed cultural identities in the development of all
policies intended to address their human rights and ensure their participation;
(n)
Recognize and address monocultural and monolingual biases;
(o) Guarantee freedom of expression about cultural mixing and mixed
cultural identities in accordance with international standards, including by
abolishing blasphemy laws;
(p) Counter hate speech targeting those engaging in cultural mixing and
syncretic cultural practice and persons with mixed identities, in accordance with
international standards;
(q) Ratify and fully implement the 2005 UNESCO Convention on the
Protection and Promotion of the Diversity of Cultural Expressions, and ensure
reporting under the Convention reflects on cultural mixing and hybridities;
(r) Ensure that public and private cultural funding is provided in ways
that promote reflection of cultural mixing and hybridities and create space for
reflection of mixed cultural identities;
(s) Support the protection of collective intellectual property, including of
indigenous peoples and minorities, in the face of cultural extractivist practices,
and ensure the full application of the Guiding Principles on Business and Human
Rights to corporate use of cultural expressions;
(t) Support intercultural education and grassroots initiatives, especially
involving young people, that promote understanding of rights-respecting
cultural mixing and mixed cultural identities;
(u) Encourage the media to play a positive role in promoting respect for
and understanding of rights-respecting cultural mixing and mixed cultural
identities.95

The United Nations should:
(a) Ensure its relevant bodies and mechanisms reflect the reality of
cultural mixing and the hybridity and complexity of cultures and cultural
identities;
(b) Engage in thorough grassroots consultations with all relevant
constituencies about issues related to cultural mixing and mixed cultural
identities.
