− Elaborate policies and consider establishing positive obligations, where
appropriate and in consultation with those concerned, for State-owned
enterprises to implement inclusive employment policies. States can also
encourage private-sector employers to contribute to integration. This could be
achieved by creating incentives for such measures, by working in public-private
partnerships or by facilitating the employment of persons belonging to minorities,
including through fiscal policies, and by providing reasonable accommodation for
individuals with any special needs in the workplace;
− Involve local communities, including minority communities, that are concentrated
in economically depressed areas in the design and implementation of targeted
economic regeneration and regional and local development policies and
projects. Such communities should share equitably in the resulting benefits;97
− Consider the potential benefits to local and regional economies, particularly
in border areas, of cross-border co-operation between local and regional
authorities, including with the involvement of a neighbouring State, where and
in the manner appropriate.98
In general, States should be aware of and take into consideration the impact on
persons belonging to minorities of any requirement (such as language skills or
residency) posed by legislation or administrative regulations for access to services
and to property, including during privatization processes.
c. Participation in cultural and religious life
41. States should create the conditions for persons belonging to minorities
to effectively participate in the cultural life of their own community and
of wider society. Freedom of religion and belief, and opportunities for
voluntary participation in the religious life of a community, should be
ensured, including through mutual accommodation, as appropriate.
States should seek to implement policies and legislation that aim at inclusion on an
equal footing of all members of society in cultural life. In addition to ensuring equal
opportunities, such policies are important to prevent alienation and exclusion of
minority groups, which can fuel radicalization and polarization and lead to conflict.
