− States should, as a matter of urgency, provide effective judicial remedies to the
victims of gross human rights violations and promote appropriate reconciliation
mechanisms, in particular in post-conflict societies. Adequate venues should
be established and resources allocated for the effective and timely resolution of,
for example, outstanding property claims, the protection of the right to return
home, the restoration of citizenship and other conditions necessary for victims
to participate and fulfil their roles in the process of the integration of society.
Media
48. State policies should aim to promote and facilitate the capacity and
awareness of the media to reflect and respond to the diversity within
their societies, including by promoting inter-cultural exchange and by
challenging negative stereotypes and prejudices and in other ways
countering intolerance.
The media perform two important roles in the process to integrate societies.119 First,
they provide a key forum for persons belonging to minorities to exercise their rights,
including their rights to use their language and promote their culture. Second, as
tools for receiving and transmitting information, the media are essential to foster
a climate that is conducive to intercultural dialogue and mutual understanding,
including by countering negative stereotypes, prejudices and intolerance in society.
State policies should promote intercultural exchange in the media and challenge
negative stereotypes and intolerance. Measures in this regard may range from
specific criminal and administrative sanctions for violations of law to active support
for the presence of minority languages and cultures in the media, including by means
of special funding. Furthermore, media policies, self-regulatory frameworks and
licensing regimes should aim to create an enabling environment for an independent
and pluralistic media conducive to the communication of ideas and information that
reflects and is responsive to the needs of different communities.
